Most Crowded Isn’t Fastest Growing
The MFAA’s state and territory analysis shows where brokers are concentrated and where residential settlement value grew fastest in 2025. They are not the same places.

The takeaway
Victorian brokers are the most concentrated relative to population and grew residential settlements more slowly than the rest of the mainland, while their commercial settlements grew faster than in either of the other two largest markets. If you broke in a dense market, the growth may be in the lending mix, not the head count.

Victoria Has the Most Brokers Per Adult. Queensland, WA and SA Grew Settlements Faster
Broker numbers rose in every state and territory in 2025, and residential settlement value rose everywhere with comparable data. But the MFAA’s state analysis shows the growth was uneven, and not in the way head counts would suggest. The densest broker market grew slowest.

How the state data works
The MFAA released the State of Mortgage & Finance Broking Report 2026, its first annual benchmark of the industry, on 25 September 2026. The Broker Times attended the launch briefing. The report covers the 2025 calendar year and draws principally on data from nine participating aggregators, analysed by Comparator, a Cotality business. The MFAA’s public summary of the report is here.
Two ground rules shape every state figure. First, results are attributed to the location of the broker, not the borrower, the property or the financed asset. A Melbourne broker writing a Gold Coast loan counts as Victoria. Second, New South Wales and the ACT are combined because that is how the source data was supplied.
Where brokers are most concentrated
Nationally there were about 904 adults per reported broker in 2025, down from 969 in 2024. The broker population grew faster than the adult population, so brokers became more concentrated.
The largest falls in the ratio came in New South Wales and the ACT (883 to 808) and Victoria (845 to 781), where broker numbers grew 11.0% and 9.8% respectively. Western Australia and South Australia barely moved, with broker growth of 4.1% and 3.4%.
The MFAA is clear that the ratio describes geographic distribution only. It says the figures “should not be interpreted as measures of broker capacity, client demand, accessibility, or service availability.” A lower ratio does not prove a market is over-supplied.
Where settlements grew fastest
Now set that against residential settlement value, which grew 23.5% nationally to $495.55 billion.
- Queensland: up 28.6% to $85.94 billion. Settlement value per reported broker rose 17.4% to $21.45 million, and its share of national settlement value rose 0.69 percentage points to 17.34%.
- Western Australia: up 26.7% to $47.61 billion, with value per broker up 21.7% to $20.19 million.
- South Australia: up 26.6% to $29.80 billion, with value per broker up 22.4% to $20.41 million.
- New South Wales and the ACT: up 23.6% to $199.35 billion, the largest market, with value per broker up 11.3% to $22.45 million.
- Victoria: up 18.6% to $128.98 billion, with value per broker up 8.0% to $18.00 million.
The report itself notes that among the larger markets, Queensland, Western Australia and South Australia recorded particularly strong percentage growth. The two mainland states with the slowest broker growth, WA and SA, recorded some of the fastest settlement growth. The report says variations may reflect average loan size, property values, lending mix, broker activity and local market conditions, so treat the pattern as a prompt for questions rather than a cause.
Victoria’s split picture
Victoria accounted for 29.72% of reported brokers in 2025 but 26.03% of national residential settlement value, a share that fell 1.09 percentage points. The report’s own assessment is that broker numbers, settlement value and loan book value all increased, “although residential settlement growth was below the national rate.”
The commercial numbers tell a different story. Victorian brokers settled $14.61 billion of commercial, business and asset finance in 2025, up 32.2%, and the report says Victoria recorded the strongest percentage growth in commercial settlement value among the three largest regions. The number of Victorian brokers writing commercial, business or asset finance rose 8.3% to 3,700, the largest numerical increase of any jurisdiction.
That does not prove Victorian brokers are diversifying because residential is harder. It does show that a residential-only reading of Victoria misses where a lot of its growth went.

Tasmania and the Northern Territory
Tasmania had 187 reported brokers, up from 183, and residential settlement value rose 17.0% to $2.32 billion. The Northern Territory had 56 brokers, and its 2025 settlement value of $1.47 billion is presented without a year-on-year comparison because the respondent group changed. The report repeatedly cautions that small populations make averages and percentage movements volatile in both jurisdictions.
What to do with this
Five questions for a state-aware business plan
- Where are your clients, not just your office? The report counts broker location. Your own book may be spread across states with very different growth.
- If you are in a dense market, what is your edge? Specialisation, referral depth or a niche matters more where there are more brokers per adult.
- Is commercial part of your plan? In Victoria especially, commercial and asset finance grew far faster than residential in 2025.
- Do you understand interstate lending? If you write loans in faster-growing states from elsewhere, check you know local valuation, stamp duty and grant settings, and each lender’s policy by postcode.
- Are you reading averages with care? Especially for Tasmania and the Northern Territory, where the report warns small bases distort percentages.
